▶ The significance of N. Korea’s Workers’ Party rule revision

U.S. Deputy Secretary of State Wendy Sherman recently stated that Biden’s appointment of former U.S. Ambassador to Indonesia Sung Kim as the new special envoy for N. Korea signals that Washington is prepared to talk with Pyeongyang. As her remark indicates, the U.S. continues to show conciliatory gestures toward N. Korea by vowing to approach the issue with diplomacy. However, besides releasing an article slamming the U.S. for lifting the missile guidelines with S. Korea through the state media, N. Korea hasn’t given a clear answer as to how or whether they are interested in restarting the talks with the Biden administration. Meanwhile, N. Korea has revised the rules of its ruling Workers’ Party to create a position of the first party secretary and decided to convene the third plenary session of the year.
