Amid a series of missile tests, North Korean leader Kim Jong-un sent a personal letter to U.S. President Donald Trump where he expressed dissatisfaction over the joint military exercises between South Korea and the U.S. Kim's letter has fueled speculation that working-level talks between the two countries could begin as early as late Aug. when the exercises are over. Meanwhile, North Korea's foreign ministry issued a statement condemning South Korea for the joint drills.
