The 69-year-old head of the Diocese of Daejeon is the first Korean to be named to a secretary position in the Catholic Church.

President Moon Jae-in congratulated You on his appointment adding that he had high expectations for the bishop's role to take care of people around the world and the Korean Peninsula.
