On Wednesday, Noh Kyu-duk spoke with his Russian counterpart Igor Morgulov over the phone to discuss the North's recent missile launches and ways to prevent the situation from getting worse.
Last week Noh spoke to senior diplomats from the U.S. and China just hours after North Korea hinted at possibly lifting its years-long, self-imposed suspension of nuclear and long range ballistic missile tests.
