President Moon Jae-in is stressing the importance of South Korea developing its own materials, parts and equipment sectors and diversifying its import channels.
He met Friday with officials to mark two years since Japan unilaterally imposed export restrictions on South Korea which he called a "surprise attack."
Tokyo imposed curbs on three key materials used to make semiconductors.
President Moon said South Korea turned the crisis into an opportunity by developing its own tech and reshuffling its import channels.
Dependency on Japan for hydrogen fluoride - one of the key materials in semiconductors - is now a fifth less than it used to be.
He also said he will keep working to find a diplomatic solution to Japan's export curbs.
