President Moon Jae-in on Monday urged for progress in the separation of authority to investigate and to indict in order to maintain a balance of power and to protect human rights.
The President discussed the progress made in reforming powerful institutions such as the prosecution and the police after being briefed by the Justice Ministry and Safety Ministry on their main policy tasks for 2021.
He said that the reforms are not complete but was careful to express his stance on how they can be achieved.
"It is within the boundaries of legislation but the process should take into consideration various opinions including those from the prosecution. There isn't expected to be a disagreement about the goal to achieve reform for the people. But I urge you to discuss the specific measures in an orderly manner, in accordance with the procedures, and in consideration of the reforms that have already been made."
The justice ministry said that it will continue to promote reform and settlement of the new criminal justice system.
That includes installing an investigation agency council between the prosecution and the police to closely cooperate rationally and to respond to crimes without loopholes.
"Through the continuous reform of powerful institutions, we will achieve a human rights-oriented criminal justice structure.
We will review various measures that the public sympathizes with regarding the separation of the authority to investigate and to indict."
In accordance with the new criminal justice system, the ministry plans a reshuffle of the prosecution service.
