South Korea's defense chief apologized for failing to properly respond when a North Korean man was spotted crossing the border into the South earlier this week.
On Wednesday Suh Wook highlighted there will be a thorough investigation with follow-up measures implemented.
This comes as a military division failed to take immediate action on Tuesday even after detecting the man several times with surveillance equipment.
He was then captured after appearing on the CCTV of a checkpoint along the Civilian Control Line.
The North Korean, who told authorities he was trying to defect, is said to have swam for about 6 hours wearing a full-body wetsuit to withstand the cold.
