The country's finance ministry said Monday that Tokyo posted a trade deficit of 2.3 billion U.S dollars last month.
Experts cite weak exports to China due to the trade tensions between Beijing and Washington.
Japan's exports to China fell more than nine percent on-year.
Its exports to South Korea decreased by almost seven percent in July.
It's not known whether Tokyo's recent trade restrictions on South Korea had affected the trade balance since there was no separate data for the affected materials.
