Pyeongyang insists that South Korea is responsible for the death of the South Korean government official killed in the West Sea last month because Seoul lost its control over its citizen.
But the North added that such an "accidental" incident should NOT lead inter-Korean relations to a "catastrophe."
Its state-run news agency reported on Friday that the regime had tried its best to retrieve the body of the official, but to "no avail."
It added that the North has decided to take the necessary measures in the future.
The 47-year-old fisheries official was shot by the North's military after going missing off the West coast of South Korea.
