President Moon Jae-in is reportedly mulling over how to confront Pyongyang's nuclear and missile threats.
Reacting to criticism that the president is not doing enough to protect the country, a Blue House official said the president is waiting for the right time to send his message.
There's speculation he will address the issue on Liberation Day speech on Tuesday.
Another official, who asked not to be named, said there will be no big changes in the president's North Korea policy of condemning provocations, while leaving the door open for dialogue.
