Citizens are losing their right to breathe clean air
Who must bear responsibility for the fine dust pollution?

On March 20, a local environmental activist group filed a petition against the government and parliament, to the National Human Rights Commission, on the basis that the South Korean people's right to breathe clean air had been violated by the worsening fine dust air pollution. The civic group called on the government to impose strong measures to tackle the issue and shoulder the main responsibility. In response, the National Assembly passed a new bill related to fine dust pollution on March 13, categorizing bad air as a 'social disaster', and making it mandatory for schools and kindergartens to install air purifiers and fine dust measurement devices. Meanwhile, in a recent survey of roughly 1,000 South Korean citizens, 8 out 10 respondents said they believe the fine dust pollution originates from China and other neighboring countries. However, some experts have called on South Korea to cooperate with its neighbors to find a common solution to fine dust instead of resorting to finger-pointing. In this week's edition of 'Foreign Correspondents', we sit down with our panel of journalists to talk about the various issues linked to fine dust air pollution.
