North Korea's First Vice Foreign Minister Choi Sun-hee is reportedly in Russia for talks with her Russian counterparts.
The Russian Embassy in Pyeongyang said Monday that Choi had departed the North Korean capital.
The embassy also released a photo of Russia's ambassador to the North escorting her to the plane at Pyeongyang's main airport.
The diplomat is expected to board a flight from Vladivostok to Moscow on Tuesday.
While the exact purpose of her visit is unclear, Japan's Kyodo News Agency speculates Choi will discuss the regime's stalled denuclearization talks with the U.S.
