The National Security Council says it will continue diplomatic efforts to resolve the conflict with Japan through dialogue, while also reviewing ways to respond.
A meeting was held Thursday led by national security advisor Chung Eui-yong.
Council members closely inspected military movements in North Korea and around the Peninsula, and they discussed South Korea's response.
They also went over the various issues likely to be taken up by the defense ministers of South Korea and the U.S. when they meet on Friday.
They agreed to further strengthen the alliance with the U.S. to achieve complete denuclearization and lasting peace on the Korean Peninsula.
