The communist state threatened to turn Seoul into a "sea of fire," after anti-Pyongyang leaflets made their way across the border.
The North's state-run Korea Central News Agency called it a "foolhardy leaflet-scattering operation" on Friday.
It added South Korea should not test the patience of the North's soldiers.
An activist group in South Korea made up of North Korean defectors named the Fighters for Free North Korea said they released ten balloons containing 200-thousand leaflets.
The messages condemn the regime for last week's land mine explosions.
South Korean police later stopped the activists from flying leaflets amid escalated military tensions between the two Koreas.
